In her current role as Chief Transformation Officer at the North Carolina Department of Health and Human Services, Dr. Burns has distinguished herself by identifying and scaling innovative ideas that drive strategic growth and operational excellence. She provides expert strategic advice on key initiatives, including optimizing employee relations, modernizing child welfare infrastructure, devising innovative equity and inclusion funding strategies, and advancing Medicaid expansion.
