Dr. Cardra Burns serves as the Academic Director of the Master of Public Administration Program at Wake Forest University’s School of Professional Studies. A transformative leader, Dr. Burns is celebrated for her operational excellence, unwavering commitment to equity, and dedication to public service. From her early years in South Carolina, fueled by big dreams, to her current status as a distinguished executive, her journey reflects a deep commitment to making a meaningful impact. Driven by a vision to be a voice for the voiceless and a leader in public service, Dr. Burns has pursued an extensive academic career. She holds a Doctorate in Business and Information Systems Management, two Master’s Degrees—one in Business Administration and the other in Public Administration—and a Bachelor’s Degree in Nutrition/Food Science. Her dedication to professional growth is further demonstrated by certifications as a Lactation Counselor, Change Practitioner, and Project Management Foundations. In her current role as Chief Transformation Officer at the North Carolina Department of Health and Human Services, Dr. Burns has distinguished herself by identifying and scaling innovative ideas that drive strategic growth and operational excellence. Her efforts have led to a 15% improvement in program efficiency. She provides expert strategic advice on key initiatives, including optimizing employee relations, modernizing child welfare infrastructure, devising innovative equity and inclusion funding strategies, and advancing Medicaid expansion. Dr. Burns’s passion for academia is evident in her roles as an associate and adjunct professor at Baker College, the University of Arizona Global Campus, and Lander University. She has shared her wealth of knowledge with the next generation of professionals, teaching courses on public administration, health services management, and business strategy. Her contributions to curriculum development emphasize practical skills and real-world applications, mentoring students to become effective leaders and advocates for change.
