Dr. Morgan’s professional experience spans both the public and private sectors. She began her career as an investment consultant in the private sector. This experience gave her an in-depth knowledge of retirement planning, investment tools, risk assessment, and strategic planning. However, she decided that she was better suited for a career in public finance service. Soon thereafter, she began a career in state government. She has held positions as a Budget Director, Grant Manager, Statistician, and Financial Analyst. Academically, Dr. Morgan earned a Ph.D. in Public Policy, MBA, M.Ed., MSHA, and BS in Finance. She also has graduate certificates in Finance and Data Science.
