Dr. Tiffany Victor-Castleberry is a nationally recognized healthcare executive with over 15 years of progressive leadership in integrated care management, spanning academic, community, and enterprise health systems. She currently serves as Vice President of Population Health & Care Management at Atrium Health, part of Advocate Health, where she is the first African American to hold this position in over 30 years. Dr. Victor-Castleberry leads inpatient and ambulatory care management, utilization management, and care redesign across Atrium’s Greater Charlotte Market, including 13 acute care hospitals and over 500 care management professionals. She also provides executive oversight for utilization management at Atrium Health Navicent and interim leadership for ambulatory care management at Wake Forest. Her leadership portfolio includes enterprise integration strategies across the Southeast, Illinois, and Wisconsin markets, supporting over 500,000 attributed lives under value-based care models. Since joining Atrium in 2022, her initiatives have led to over $35M in system savings through reductions in length of stay, a 22% decrease in ED utilization, and a 35% reduction in inpatient admissions. Known for fostering collaboration and operational excellence, she is advancing innovative, high-value care models focused on equity, access, and measurable health outcomes. Previously, she served as Executive Director at Stanford Health Care, leading case management, social work, aging adult services, and spiritual care. She also held leadership roles at the University of Illinois Hospital & Health Sciences System, overseeing utilization management, discharge planning, and regulatory compliance. Dr. Victor-Castleberry holds a Doctor of Nursing Practice in Health Systems Leadership and Informatics from the University of Illinois, an MSN from the University of Phoenix, and a BA in Communications from Northern Illinois University. She is an ACMA board-certified RN Case Manager and a published author in CMSA Today. Her contributions have been recognized nationally: 2024 Great 100 Nurses of NC, Top 231 Black Healthcare Leaders to Know (Becker’s), 2023 Becker’s 149 Black Healthcare Leaders, and multiple leadership awards from IONL, ACHE, and UI Health. Dr. Victor-Castleberry serves on the Board of Directors for the University of Illinois Alumni Association, Northern Illinois University Alumni Association, and Charlotte Family Housing. A committed advocate for health equity, she is active in the A2WeXcel System Resource Group and a guest lecturer for the Advocate Health Diversity Certification Program. She is also a proud member of Delta Sigma Theta Sorority, Inc., and Jack and Jill of America, Inc., where she most recently served on the executive board of the Charlotte Chapter. Outside of work, Tiffany enjoys wellness advocacy, mentoring, and spending time with her husband Troy, children Troy Jr., Nicholas, Ainsley, and their family pets.
